Voevoda commands the Bogatyr squad, a BEAR recon unit whose trail you follow across their outposts in the Batya story chapter, from the Carousel outpost on Interchange to their positions in the Woods. He is not a merchant: he runs no shop and takes no roubles. He is a story contact, one of the voices your Intelligence Center radio can reach once you know where to point it.
Getting him to talk takes work. You track down what happened to his people, gather the squad's personal effects, and raise him on the radio using the frequency recovered during the investigation. Even then he treats you as a stranger: before the Bogatyrs deal with you seriously, you pass his combat trials and prove you can fight without getting killed.
The squad's story runs through betrayal and an ambush, and it connects to Lightkeeper, who handles the document side of your arrangement with them. Working through Voevoda's arc is one of the side stories that feeds the best endings of the campaign.
